Sedona does NOT face doomsday without Home Rule. This is why the majority of cities and towns in Arizona do not use home rule. There’s a better solution: Permanent base adjustment (PBA).
Home Rule = No cap on spending. The city government directs and decides Sedona’s financial future without regular resident oversight. It is the only temporary budgetary method in Arizona.
Permanent Base Adjustment = A set budget cap that does not change every year and only increases with explicit direction from the residents. It is a permanent budgetary solution.
Permanent Base Adjustment can bring transparency and resident involvement back to local government to determine the future of Sedona. Just imagine not having to go through a home rule vote every four years.

We are under Home Rule until June 2027. In 2027, we will get Permanent Base Adjustment (PBA) on the ballot. A permanent solution for Sedona. It’s a win-win for Sedona!
